UPSC Latest Information From 2010

UPSC CENTRAL SYLLABUS

The Union Public Service Commission (UPSC) is a constitutional body in India authorized to conduct examinations for appointment to the various civil services of the Union. The Indian Constitution (Part XIV – Services Under the Union and the states – article no. 315 to 323) provides for a Public Service Commission for the union and a Public Service Commission for each state. The first Public Service Commission was set up on October 1st, 1926 by the then British Indian Government in response to the demands of Indian politicians that the superiorCivil Services be Indianized. The functions of this Public Service Commission were largely advisory and, because of this limitation, it failed to satisfy the demands of Indian political parties associated with the struggle for freedom. The British Indian government then set up a FederalPublic Service Commission and provided for the formation of provincial level Public Service Commissions under the Government of India Act 1935.

The Union Public Service Commission if requested by the Governor of a State, may, with the approval of the President work for the State.
Members of UPSC

The Chairman and other members of the UPSC (Union Public Service Commission) are appointed by the President of India. At least half of the members of the Commission are Civil Servants (working or retired) with minimum ten years of experience either in Central or State service.

Every member holds office for a term of six years or until he attains the age of sixty-five years, whichever is earlier.

He can submit his resignation at any time to the President of India. He may be removed from his office by the President of India on the ground of misbehavior (only if an inquiry of such misbehavior is made and upheld by Supreme Court) or if he is adjudged insolvent, or engages during his term of office in any paid employment outside the duties of his office, or in the opinion ofthe President unfit to continue in office by reason of infirmity of mind or body.

As of September 2008, the commission is headed by Professor D.P. Agrawal, who held the post of Director, Indian Institute of Information technology & Management, Gwalior. In addition to the chairman there are ten other members.

Functions


Functions of the UPSC are to conduct examinations for appointment to the services of the Union.

1. Recruitment to services & posts under the Union through conduct of competitive examinations. This is the regular mode of recruitment where an examination is conducted followed by an interview. The annual list of competitive exams is:

* Civil Services (Preliminary) Examination
* Civil Services (Main) Examination
* Indian Forest Service Examination
* Indian Engineering Services Examination
* Geologist Examination
* Special Class Railway Apprentices Examination
* National Defence Academy & Naval Academy Examination

* Section Officers/Stenographers (Grade-B/Grade-I) Limited Departmental Competitive Examination
* Central Police Forces (Assistant Commandants) Examination

2. Recruitment to services & posts under the Central Government by direct selection This type of recruitment is done to fill immediate/ irregular job vacancies. It is general done through direct interviews, but sometimes, a written test is conducted preceeding the interview.

3. Advising on the suitability of officers for appointment on promotion as well as transfer-on-deputation

4. Advising the Government on all matters relating to methods of Recruitment to various services and posts

5. Disciplinary cases relating to different civil services and

6. Miscellaneous matters relating to grant of extra ordinary pensions, reimbursement of legal expenses etc. ..

Recruitment Rules

In accordance with the provisions contained in Article 320 of the Constitution read with the provisions of Union Public Service Commission (Exemption from Consultation) Regulations 1958, Recruitment Rules of all Group ‘A’ and Group ‘B” posts in various Ministries/Departments ofGovernment of India are required to be framed in Consultation with the Commission. Consultation with the Commission is also necessary for framing/amending Recruitment Rules for certain categories of posts under the Employees State Insurance Corporation, The Delhi Municipal Corporation, The New Delhi Municipal Council, Employees Provident Fund Organisation etc. under the relevant Acts made by Parliament in pursuance of the provisions of Article 321.

Mode of Fee Payment

The fees for the recruitment process is collected in the form of CRF (Central Recruitment Fee Stamp). For the service examinations, the fee is Rs.100 and for direct recruitment, the fee is Rs.50.

vi) The candidate need not send any application and/or any documents. The candidate has to verify himself that he/she fulfils all the eligibility conditions for this post. Appearing in the examination and qualifying the test does not entitle him/her for appointment to the post. The selection will be subject to his/her found eligible for the post.
vii) Verification of documents would be done at the time of counseling/recruitment. The purpose would be to verify different records regarding identification, age, qualifying examination, state of eligibility, category etc, ofthe candidate. On failing to establish of any of the documents the candidate will not be considered for recruitment and liable for criminal action.
viii) The Question Paper will be of objective type (100 marks) having 100 questions with multiple choice on OMR sheet with one correct answer of each question of appropriate standards. The duration of the paper will be ONE HOUR. There will be NEGATIVE MARKING. Each right answer will carry one mark and ¼ mark will be deducted for each wrong answer.
ix) Candidates should bring with them BLUE or BLACK Ball Pens only. Books, written notes, calculator, mobile phones and other electronic devices etc. will not be permitted to be carried in the examination hall.

Jyothi Basu death News



Veteran communist leader and former West Bengal Chief Minister Jyothi Basu has passed away on sunday after fighting with a prolonged illness.

Jyoti Basu, 96 years old, is an Indian politician belonging to the Communist Party of India (Marxist) from West Bengal, India.

On 1st January 2010, Basu was admitted to AMRI hospital,Salt Lake after feeling unwell. As of 16th January 2010, his health condition is ‘extremely’ critical and he is suffering from multiple organ failure.

BSNLEU Tamilnadu | BSNLEU strike | National Federation of Telecom |

BSNL strike again! Yes around 270,000 employees of Bharat Sanchar Nigam Ltd (BSNL) have gone on two-day strike today. The telephone services of BSNL were reportedly affected across the nation. The AIGETOA or All India Graduate Engineer Telecom Officers Association and AIBSNLOA or All Indian BSNL Officers Association and BSNLEUCHQ (BSNL Employee Union Central HQ) are key in organizing thie strike.

In the Wage Negotiation Committee meeting held on 4th December 2009, the following consensus has been reached:

1. The span of pay scales will be increased from the present 15 to 18 years span in all scales (Management proposed only 12 years span earlier). Wherever possibility of stagnation is there, the span will be increased.

2. The multiplication factor will be 1.91 as in the case of executives. In the case of the NE I scale, multiplication factor may be increased to 2.

3. Negotiation on Allowances/Perks has started. It will continue in the next meeting

4. The next meeting will be held on 8th December 2009.

New Delhi Auto Expo 2010: Chevrolet Beat India Launch

The Auto Expo 2010 starting on January 5 at the Pragati Maidan, New Delhi, is going to hit the headlines for the sheer number of new cars and launches.

The Chevrolet Beat will be available in two versions i.e. petrol and diesel versions.

The Chevrolet Beat is expected to produce mileage between 14 km/liter within the city and 18 km/liter on highways.

The new small car will be launched in India on January 4, 2010 just before the start of Delhi Auto Expo 2010.

The Chevrolet Beat will also be displayed at 10th Auto Expo 2010 in Delhi. The small car from General Motors will be available in sportylook.

The official website or homepage of UPSC is www.upsc.gov.in. UPSC stands for ‘Union Public Service commission‘. It conducts an entrance exam for National Defiance Academy. National Defiance Academy is an institute which provides joint training of Indian Defiance Services: Army, Navy & Air Force. This institute provides training to the cadets before they go for their pre-commission training to their respective academies. There are many examinations medium in different academics which were published by UPSC notification 2010. Here is provided the information regarding 2010
UPSC examination including dates of it.

National Defense Academy & Naval Academy Examination:
Date of Notification/Last date for receipt of applications: 18th October 2009/ 16th November, 2009
Date of Commencement of examination and its duration: 18th April 2010 (One day)
Age Limits: 16 ½ - 19 years - Only unmarried male candidates born not earlier than 2nd January 1992 and not later than 1st July, 1994 are eligible.
Minimum Qualifications in different Exam:
For Army Wing of National Defense Academy: 12th Class pass of the 10+2 pattern of School Education or equivalent examination conducted by a State Education Board or a University.
For Air Force and Naval Wings of NDA and for 10+2 (Executive Branch) Course at Naval Academy: 12th class pass of the 10+2 pattern of School Education or equivalent with Physics and Mathematics conducted by a State Education Board or a University.
Note: Candidates appearing at the 12th Class under the 10+2 pattern of School Education or equivalent examination are also eligible to compete subject to certain conditions.

Combined Defense Services Examination, 2010:
Date of Notification/Last date for receipt of applications: 26.09.2009/26.10.2009
Date of Commencement of examination and its duration: 15.02.2010 (One day)
Minimum academic qualifications prescribed:
For IMA and OTA: Degree of a recognized University or equivalent.
For Air Force Academy: Degree of a recognized University (with Physics and Mathematics at 10+2 level) or Bachelor of Engineering.
For Naval Academy: B.Sc. (with Physics & Mathematics at 10+2 level) or Bachelor of Engineering.

UPSC Combined Medical Services Examination, 2010:
Date of Notification/Last date for receipt of applications: 06.09.2009/05.10.2009
Date of Commencement of examination and its duration: 17.01.2010 (One day)
Minimum academic qualifications prescribed: M.B.B.S. Degree
Age Limits: Below 32 years as on 01.01.2010
Note: Candidates appearing at the final M.B.B.S. Examination are also eligible to compete subject to certain conditions. Selected candidates will be appointed only after they have completed compulsory rotating internship.
Remarks: Candidates appearing at the degree or equivalent examination are also eligible to compete subject to certain conditions.

Date of Commencement of examination and its duration: 23 May 2010 (One day)
